So I have resort reservations 4 adults. 2 pass holders and 2 that are going to buy 2 day tickets. I can not make fast passes even though we are all on the reservation.

I thought with a reservation that you could make the 60 days out!!!
The two passholders should be able to make FPs but all people on the reservation need tickets to make FPs. FPs open at 7am on day 60. When are you checking in? Does everyone have tickets?

You always need tickets to make FPs. A reservation only opens the window earlier.

They can buy tickets electronically and link it right away.
