Which park would be better on President’s Day? We will have 2 days at each park that week, no EP (not in our budget). I’m trying to figure out the best order. Also, if it ends up raining one day, which park is better?
I can’t tell you which is better for a crowded day, but I can tell you that on a rainy day, Universal Studios tends to be better because it has more indoor rides than Islands of Adventure does and is therefore less susceptible to closures due to weather.
I agree, US is better for a rainy day. But If you go on the water rides, you’ll get soaked anyway… You could bring ponchos. 
CL seem to stay slightly lower @ IOA, except of course for HP.
